Monitoring and Evaluation
In 2004, the Household Energy and Health division of the Center for Entrepreneurship in International Health and Development (CEIHD, pronounced “seed”) received funding from the Shell Foundation to provide technical assistance in monitoring and evaluation to household energy practitioners. The overarching goal of this program is to reduce the mortality and morbidity that result from chronic exposure to cooking smoke. Creating access to successful monitoring and evaluation (M&E) tools contributes to this goal by allowing practitioners to understand and maximize the effectiveness of household energy interventions.

Background
CEIHD's M&E activities grew out of a project initiated in 2002 by the Shell Foundation in partnership with the University of California, Berkeley, and the University of Liverpool, to develop appropriate monitoring and evaluation strategies for the foundations first four pilot projects. Through this initiative, a series of collaborative protocols were developed to assist practitioners (mostly NGOs) with monitoring plan design, indoor air pollution measurements, stove performance assessment, and the review of socio-economic and health outcomes. Concurrently, the Shell Foundation supported the development of the UCB particle monitor, which uses photoelectric technology to measure particle concentration, and offers a relatively simple and efficient way to monitor pollution concentrations and exposures in the field. CEIHD’s current monitoring and evaluation program builds directly on this activity.
Current Activities
CEIHD is currently working with several household energy projects in Africa and Asia to provide technical support for monitoring and evaluation activities. Our services include training in monitoring techniques, assistance with monitoring plan development, on-site sampling support, and remote data-analysis consulting.
CEIHD is also the distributor and trainer for the UCB particle monitor, which we are currently offering as part of an IAP monitoring kit that also includes the Hobo CO monitor, software, and peripherals. We believe the UCB particle monitor offers great benefits to many household energy practitioners at a very affordable cost. However, we do not promote exclusive use of the UCB monitor, believing that other techniques and equipment, such as conventional pump and filter systems, are more appropriate in certain situations. Our mission is to identify and promote the most appropriate use of a range of methodologies and equipment.
Finally CEIHD is collaborating with the World Health Organization, the Partnership for Clean Indoor Air, and Aprovecho to offer a series of regional household energy and health training workshops in 2005.
Future Program Objectives
After meeting immediate M&E needs of household energy practitioners, CEIHD plans to develop a more strategic long-term approach. Our vision is to create a consortium that would provide a focal point for monitoring and evaluation activities and address ongoing needs for methodology, equipment, and technical support. Initial objectives of the consortium are to:
>>Provide a global forum for monitoring and evaluation activities.
>>Support the development of additional methodologies, technologies, and equipment.
>>Build regional capacity to provide consistent quality support for M&E; and
>>Collect, aggregate, and publicize the data that results from M&E activities to inform best practices.
The data generated through M&E activities will provide valuable feedback on which technologies and programs are most effective in reducing harmful emissions and improving health and well-being for millions of families.
